Philip graduated with Honours Degrees in Science and a Ph.D from Melbourne University and has worked in the field of Road Safety for the last 30 years, within the Victorian State Government. For the last 18 years he has specialized in the accident risks associated with Drugs Alcohol and Fatigue. Philip also holds Honorary Academic positions, as an Adjunct Professor at Swinburne University of Technology and as a Senior Research Fellow in the Faculty of Medicine at Melbourne University. In 1999, in the Australia day Honours list, Philip was awarded the Australian Public Service Medal. This Honour was awarded in recognition of Public Service in the area of Drugs, Alcohol and Fatigue. Some recent major programs have included the development and introduction of Victoria’s Drug Impairment Legislation in 2000, the Random Roadside Oral Fluid Testing for Drugs Legislation in 2003, and the Victorian Alcohol Interlock Program in 2002. Philip is currently an Executive Board Member of ICADTS and regularly presents at Australian and International Professional Conferences.
